Michael Oakes has extensive work experience in public works and engineering. Michael served as the Director of Public Works/City Engineer for the City of Russellville, Arkansas from May 2011 until the present. Prior to that, they worked as the County Engineer for Shelby County Government from November 1993 to November 2011. Before their time in county government, Michael served in the US Navy from August 1976 to November 1992, where they held the position of Public Works/Construction/Company Commander.

Michael Oakes completed their Bachelor of Science in Civil Engineering with a focus on Structural Engineering from The University of Memphis from 1970 to 1973. Michael then pursued a Master of Science in Civil Engineering with a specialization in Construction Management at the University of California, Berkeley from 1981 to 1982.
