Carmen Rubio is currently the Commissioner at City of Portland. Prior to this, they served as the Senior Policy Advisor for Office of Commissioner Nick Fish from January 2005 to December 2009. Carmen Rubio has also served as the Campaign Manager for Citizens for Lisa Naito from January 2004 to December 2004. Furthermore, they have also been a Community Liaison & Policy Aide for Multnomah County Commissioner Serena Cruz from January 2003 to December 2003 and Field Director for Cruz for City Council from January 2002 to December 2003. Carmen Rubio started their career as a Project Assistant for Metropolitan Group from January 1998 to December 1999.

Carmen Rubio has a BA in Political Science and Ethnic Studies from the University of Oregon, and a second BA from the University of Washington.
