Doug Beaver currently serves as the Deputy City Manager for the City of Norfolk, VA, overseeing a diverse portfolio that includes Public Works, Utilities, Planning, Transportation, Parks & Recreation, and the Office of Resilience. Previous roles include Director of the Department of Utilities, where Doug enhanced water and wastewater services for approximately 1 million customers, and Chief Resilience Officer, leading the development of the Vision 2100 resilience strategy and securing a $250M federal grant for the Coastal Storm Risk Management Plan. Doug has extensive experience in the U.S. Navy, serving as Commanding Officer and Executive Officer at Naval Station Norfolk, and held several significant leadership positions throughout a military career that spans over two decades. Educational qualifications include a Bachelor’s Degree in Political Science from Virginia Tech and an Executive MBA from the Naval Postgraduate School.
