Terry Weter has a diverse and extensive work experience spanning several roles and organizations. Starting in 1991, Terry worked for the City of Juneau as the Director of Engineering Services and later became the Director of Public Works. In 1995, Terry joined the City of Elkhorn as the Director of Public Works, managing various enterprise funds. Moving forward, Terry held positions such as Interim Town Manager, Director of Public Works, and Airport Manager for the Town of Gila Bend. Terry also worked as a Real Estate Representative for the State of Arizona Department of Real Estate. In recent years, Terry served as the Public Works Director for the City of Dixon and a Real Estate Consultant for West USA Realty. Most recently, Terry became the Director of Operations for the City of Lodi.

Terry Weter pursued their education chronologically, starting in 1988. From 1988 to 1990, they attended Madison Area Technical College, where they obtained an Associate of Science (AS) degree in Civil Engineering. Following this, they studied at Upper Iowa University from 2008 to 2013, obtaining a Bachelor's degree in Public Administration.
