Tracy Phelan has extensive experience in law enforcement and training, currently serving as the Training and Recruiting Coordinator for the City of La Porte since September 1999. Prior to this role, Tracy served as a Patrolman. Before entering law enforcement, Tracy was a Marine with the United States Marine Corps from June 1994 to April 1999. Tracy is a graduate of Pasadena High School.
