Donna Rubalcava (Southard) has extensive experience in regulatory and financial roles, currently serving as a Business License Officer for the City of La Mesa, CA since October 2014. Prior to this position, Donna worked as a Project Accountant at NRC Environmental Services from February 2006 to October 2014, and as a Hazardous Waste Coordinator at 3E Company from June 1998 to February 2006.
