Clifford Blackwell, CGFO, MPA, currently serves as City Manager for the City of Glenn Heights since February 2022, previously holding the position of Deputy City Manager. With extensive experience in local government finance, Blackwell has been involved with the Government Finance Officers Association of Texas from June 2000 to September 2023, serving as President and a representative on the TML Board. Prior to the current role, Blackwell was the Assistant City Manager for the City of Bedford, overseeing multiple departments and managing special projects. Previous positions include Administrative Service Director, Finance Director for cities such as Forest Hill and Kennedale, and Assistant Finance Director in Watauga. Blackwell's career in public administration began as a Management Analyst in Fort Worth. Academic credentials include a Master of Public Administration from the University of North Texas and a Bachelor of Business Administration in Accounting from Prairie View A&M University.
