Richard A. Hopkins, PE is the Director of Public Works for the City of Chula Vista, a position held since January 2008, overseeing a team of over 220 professionals responsible for maintaining the city's infrastructure across an area of 60 square miles and a population exceeding 250,000. Prior to this role, Richard served at Caltrans District 11 from January 1996 to January 2006, first as Deputy District Director of Construction, managing a staff of over 200 and leading significant projects such as SR-7, SR-111, SR-52, and I-15 Managed Lanes, and later as Deputy District Director of Design, directing a division responsible for over $1 billion in capital improvements. Richard holds a Bachelor of Science in Civil Engineering from San Diego State University and an Associate of Science in Geology/Earth Science from Southwestern College.
