Paul Winspeare, MBA, BS-HRM, SPHR, PHR, aPHR, currently serves as the Chief People Officer for the City of Providence, RI, overseeing a team of over 20 HR and DEI professionals and managing full lifecycle HR operations for a diverse workforce. Previously, Paul held positions such as Chief Human Resources Officer for both the City of Chicopee and the City of Providence, where responsibilities included policy development, labor relations, and employee services. In addition to these roles, Paul is an Adjunct Professor for the MPA Program in Human Resource Management at Westfield State University and has extensive experience in various human resources and recruitment positions across multiple organizations. Educational qualifications include an MBA with a focus on Strategic Leadership-Human Resources, along with multiple HR certifications and degrees in Human Resources Management and Marketing.
