Richard Frawley serves as the Chief Financial Officer and Executive Fire Officer for the City of Caldwell, Idaho, since March 2022. Frawley's extensive experience in fire services includes roles as Fire Chief and Deputy Fire Chief in the City of Milpitas from June 1998 to December 2021, as well as a Safety Officer and Task Force Leader with FEMA from April 2003 to December 2021, with deployments during Hurricanes Katrina and Irma. Frawley began a career in emergency services as a Paramedic with American Medical Response and progressed to Firefighter Paramedic in South San Francisco. Educational credentials include an Executive Fire Officer designation from the National Fire Academy and a Bachelor's degree in Professional Studies/Vocational Education from California State University, Long Beach.
