James Scarboro has extensive experience in procurement and public administration, currently serving as the Chief Procurement Officer and previously as the Purchasing Officer for the City of Austin since January 2015. Prior to this role, James held the position of Deputy Finance Director - Procurement for the City of Phoenix from October 2011 to January 2015. Earlier in the career, James worked with the State of Arizona from January 2006 to October 2011 in various roles, including Deputy Assistant Director and Deputy State Procurement Administrator. Academically, James Scarboro is educated with a Graduate Program in Procurement and Contracts Management from the University of Virginia and holds a Master of Public Administration and a Bachelor of Science from East Carolina University.
