Jacqueline Sinclair is a compliance professional with over a decade of experience in the financial services industry. Jacqueline is currently the Compliance Director at CFC Underwriting Ltd, a position they have held for 5 years and 8 months. In this role, they are responsible for compliance and governance at CFC, covering regulatory affairs, internal audit, risk management, company secretary and general legal. The team focuses on providing a best in breed, commercially-focused advisory service to our team of underwriters and claims professionals covering our global operations, with a particular focus on areas of emerging regulatory risk. Jacqueline is also responsible for developing and delivering CFC's Brexit strategy, including the establishment and licencing of a European subsidiary and supporting operational procedures.

Prior to joining CFC, Jacqueline was the Compliance Manager at Pioneer Underwriters for 1 year and 11 months. Before that, they spent 4 years at Lloyd's of London in a variety of roles with increasing responsibility, including Manager - Policy, International Regulatory Affairs, Executive, International Regulatory Affairs. In these roles, they were responsible for the development of Lloyd's of London's policy & strategy, as well as legislative monitoring, both internationally and within the U.K, in the areas of sanctions and trade controls, financial crime; including anti-money laundering policy, bribery and corruption, and emerging regulatory and geo-political risks. Jacqueline was also responsible for Lloyd's engagement with HMT, BIS, and other regulatory authorities in the U.K and EU in the areas of financial crime & trade controls / international sanctions, as well as OFAC and the US State Department in the U.S.

During their time at Lloyd's, Jacqueline led the market-wide review of Sanctions & Financial Crime controls for the Lloyd's Market, looking at the sanctions framework, policy, and systems and controls in every firm in the Lloyd's Market (some 50+ managing agents). Jacqueline was also responsible for engaging with Lloyd's offices internationally, including Lloyd's China Insurance Company, Lloyd's Brazil, Lloyd's America and Lloyd's Asia, in respect of their own and regional sanctions & financial crime framework and legislative monitoring. In their most recent role as Executive responsible for Lloyd's Regulatory Affairs in the United States & the Caribbean, Jacqueline worked on various regulatory reform projects, including the introduction of the Dodd-Frank Act (including the Non-admitted and Reinsurance Reform Act) to the Lloyd's market, lobbying both the EU and the U.S to take action to reform reinsurance collateral rules,- The introduction of Obamacare (the Patient Protection & Affordable Care Act) and its impact on the Lloyd's Market,- Natural Catastrophe management and policy, particularly in the wake of Hurricanes Irene and Sandy,- Strong engagement with U.S insurance regulators, both at state (NAIC, state Departments of Insurance) and federal level (with the introduction of the Federal Insurance Office). Jacqueline was also responsible for authoring Lloyd's submissions for major regulatory consultations, lobbying, and correspondence with regulators, as well as engagement with the Lloyd's market on regulatory and licensing issues in respect of their business in the U.S and the Caribbean.

Jacqueline Sinclair has a Master's Degree from the School of Oriental and African Studies at the University of London in Master of International Diplomacy, which they received in 2016. Jacqueline also has a Grad Dip in Legal Practice from College of Law, which they received in 2010. Jacqueline has a Bachelor of Laws (LLB) (Hons) from the University of Melbourne in Corporate Governance & International Law, which they received in 2007, as well as a Bachelor of Arts (B.A.) from the University of Melbourne in English Literature, which they received in 2007.
