Timothy McGowan is a Senior Civil Engineer in the Major Facilities Planning Section at East Bay Municipal Utility District, a role held since April 2015. In addition, McGowan has served as a Board Member for Castro Valley Sanitary District since December 2004 and as a Trustee for the East Bay Municipal Utility District Employee Retirement System from January 2012 to June 2024. McGowan holds a Bachelor of Science degree in Civil Engineering from the University of California, Davis.
