M. Diane Koken is the Director at Capital BlueCross. M. has also served as a Board Member, Commissioner of Pennsylvania Insurance Department, and President of the National Association of Insurance Commissioners (NAIC).
Koken was appointed Commissioner of Pennsylvania Insurance Department by Governor Ridge in 1997 and continued to serve under Governor Schweiker and Governor Rendell. During their tenure, they were responsible for the regulation of the insurance industry and protection of the insurance consumer in Pennsylvania. M. also served on numerous Boards and Funds, including the Children's Health Insurance Program (CHIP), MCare Fund, Catastrophic Loss Benefits Fund, and Workers' Compensation Security Fund.
Under their leadership, CHIP enrollment increased by over 300%. M. also implemented a new health program for low income adults.
In 2004, Koken was elected President of NAIC and served for two years. In 2006, they were elected as the first Chair of Interstate Insurance Product Regulation Commission.
M. Diane Koken earned a J.D. from Villanova University Charles Widger School of Law and a BS Magna cum laude from Millersville University of Pennsylvania.
