Sally Ly, SHRM-SCP is currently serving as Civil Service Commissioner for the County of Sacramento, overseeing policy direction and merit system for civil service employees. Prior to this role, Sally held positions such as Assistant Secretary for Workforce Development at the California Government Operations Agency and Human Resources Manager at the City of Sacramento. With a background in compliance, ethics, diversity, and policy development, Sally has a strong track record of leadership and change management in various government organizations, including CalPERS. Sally holds a Bachelor of Arts in Sociology from the University of the Pacific and a Master of Public Administration from the University of the Pacific - McGeorge School of Law.
