Carlos Ochoa is a seasoned civil project manager with extensive experience in overseeing military projects within the NAVFAC SW and Air Force divisions at BWE, Inc. since September 2018. Prior roles include project engineering at Hunsaker & Associates San Diego, where compliance with local regulations was a focus, and serving as founder and president of Lucky Berries and Associates. Carlos Ochoa has held various engineering positions at Parsons, Latitude 33° Development, Stantec, Tetra Tech EM Inc., Martin and Martin, and the City of Mexicali Water Department, where responsibilities ranged from project management to design and construction oversight. Carlos Ochoa holds an MBA in Project Management from the University of Phoenix and a Bachelor of Science in Civil Engineering from Universidad Autonoma de Baja California.
