Carol Baxter is a seasoned manager with extensive experience in emergency management and operational services. Currently serving as the Manager of Fleet and Storm Response Services at Black & McDonald Limited since February 2023, Carol previously held various managerial roles at Kansas City Power & Light from 1982 to 2022, including Manager of Emergency Response and Delivery Support. Carol’s expertise includes developing and managing emergency management programs, training employees for storm restoration, and overseeing significant contracts within the organization. Carol holds an MBA in Leadership Studies and a Bachelor's degree in Human Resources from Baker College.
