Elshan Abdullayev currently serves as the Head of Risk and Quality Management Department and Chief Risk Officer at Azerbaijan Railways since August 2023. Prior to this role, Elshan was a Member of the Board of Advisors and Head of Department for Project Management, Corporate Governance, and Business Process Management at the Ministry of Digital Development and Transport from January 2022 to August 2024. Elshan's extensive experience includes serving as Director of the Risk Management and Monitoring Department at Azercosmos OJSCo from November 2011 to August 2023, where responsibilities encompassed the design and implementation of risk, quality, business continuity, and information security management systems. Elshan also held various legal positions, including Director of the Legal Department at PASHA Life Insurance OJSC and Garant Insurance OJSC, and worked as a specialist for the Commissioner for Human Rights of the Republic of Azerbaijan. Elshan holds two Master's degrees in Governmental Law and Governmental & Constitutional Law from the Academy of Public Administration under the President of Azerbaijan Republic, along with Executive Education from ADA University.
