Joe Winters serves as Principal and Director of Specifications at HOK in Washington, D.C., a position held since January 1995. Winters is an active voting member of the ASHRAE 189.1 Committee, contributing to the development of high-performance green building standards, and also represents the American Institute of Architects (AIA) on this committee. Previously, Winters was a board member for the AWI Quality Certification Program from 2013 to 2018, overseeing program goals and compliance. Additionally, Winters served as a voting member on both the Building Code and Green Building Code Technical Advisory Groups for the District of Columbia from 2010 to 2018. Earlier career experience includes roles at Skidmore, Owings & Merrill and Cooper Lecky Partnership. Winters holds a Bachelor of Architecture degree from the University of Tennessee, Knoxville.
