Elsa Nibigira is an accomplished professional with extensive experience in human resources, program management, legal advising, and strategic operations. Currently serving as Deputy of HR Manager at Amazi Water since August 2022, Elsa oversees HR operations for approximately 200 staff across three field offices and provides strategic HR guidance. Previously, as Programme Manager at Light for All from February 2019 to 2022, Elsa managed programs focused on the economic resilience of women and youth refugees. Elsa's prior roles include Country Director/COO at Kaz'O'zah, where strategic planning and operational efficiencies were developed, and Legal Advisor at EGL, providing legal counsel on energy projects. Additionally, experience as Country Director at Akilah Institute for Women and Head of Ecokash Mobile Money at Econet Leo Burundi SA showcases a strong background in leadership and innovative service implementation. Elsa holds a Bachelor of Laws (LL.B.) from the University of Essex.
