Prior to this role, Irlanda held positions as a Foreign Direct Investment Consultant and Membership Executive at the Tijuana Economic Development Corporation from January 2016 to May 2018. Irlanda holds a Master of Business Administration (MBA) from Universidad Iberoamericana Tijuana, earned between 2018 and 2020, and a degree in International Business from Universidad Autónoma de Baja California.
